Every ski can "carve" as long as the side of ski is curved. The question is how big of "carve" (radius) you want. For sure you don't want a ski with small curve (side cut) that makes a turn at 45 meter radius. For that you may make only few turns at a BM slope to reach the bottom from top.
Typically, "carving" skis has turn radius of 10-20 meters, the bigger the "side curve", the smaller the turn radius, the more "carve".
Carving ski by itself does not define the skier's level. You can by softer ski with big side cut, or stiff ski with big side cut as well. Of course, ski length has to be considered.
Just as all other skis, "carving" ski does not mean it can do carving only. It's still a "all-mountain ski" even though there is no true all-mountain ski. For average recreational skiers from beginner to expert it's all okay to have one ski (if buy one only) to be a "carving ski" it really depends on what your preference is.
The true is that ski manufacturer creates all kind of names and models to suck you in. They make carving skis and not-so-carving skis. No matter you are the fan of carving skis or not, you will buy one of their skis. The end of line is buy what you like to buy. Skiing is to burn your money. If you want to save money, don't ski.
