I think it's a soft index just for reference
but it's not the only thing to judge a skier's level.
My take on this is:
If a skier is lvl2 certified,
without actually looking at him/her skiing on snow
it's safe to say that she/he is at least an intermediate (middle level) parallel skier .
But this skier may not be able to handle challenging terrains.
And there's a big difference in terms of skills and abilities between lvl2 and lvl2+/lvl3 skiers.
On regular runs, you can spot a lvl2+ skier easily. They stand out a lot, they ski fast yet under control and effortlessly.
